The park was opened on 10 June 2006 by the mayor of Liverpool, although the park had been used informally by the public since the Liverpool One development began. The park cost £3 million to develop and was funded by the European Regional Development Fund, the Liverpool city council, and private donations. The park is home to a number of sculptures and features, including a life-size bronze statue of Noel Chavasse and a granite memorial to the Liverpool Pals, who were a First World War infantry battalion.
